So the software used to take the bar exam, SofTest, won’t work in Virtual PC. The concern is that software could be used outside the emulator to cheat. There’s a way to make it work, but I’m not willing to risk getting caught using a configuration potentially used to cheat.

No, I’m not taking the bar exam (yet). My friend’s mother is; I was going to lend her my laptop for the test.
